The results of the development of science in 2015 and plans for 2016 have been presented by Dmitry Livanov at an extended session of the Ministry of Education and Science of the Russian Federation.
"In all developed countries, Russia is no exception, science is a key resource for economic development. But questions about how the scientific and technological system is to be arranged, what should be the communication mechanisms between science, society, business and government are being actively discussed ", - said the Minister. The strategy of scientific and technological development of Russia that is being developed aims to respond to these questions.
"Our task is the creation of a long-term scientific groundwork; we need to provide the intellectual leadership of our country in the world ", - stressed the Minister. This contributes to overcome the recession publication activity. Share of articles by Russian researchers in the total number of publications in international scientific journals indexed in the database Web of Science has increased from 2.1% in 2012-2013 to 2.3% at the beginning of 2016.
We also see an increase in research funding: in absolute terms (data of 2015 are not yet available) in 2014 domestic expenditure for research and development, the budget and off-budget funding exceeded 850 billion rubles, "- said Dmitry Livanov . Although budgetary expenditure for research and development still dominates (about 70%) in the last two years, according to the Minister, there has been "encouraging trend" - off-budget spending on science, that is, business costs are rising faster than government spending.
"Of course, the priority for the state - is the support of fundamental research," - said the head of the Russian Ministry of Education. From 2012 to 2015, support for fundamental research increased by 15%, from 85 billion rubles to nearly 100 billion. Dmitry Livanov, drew attention to the fact that
20% of the budget is allocated to support projects on a competitive basis through research foundations. The total amount of funding by RFH and RFBR and RNF in 2016 will exceed 28 billion rubles.
These funds are in the form of grants to provide the best work of research teams and scientists, the number of which in Russia for the first time has increased in 25 years. "To which extent this growth will be sustainable, of course depends on the effort that we apply for the further development of our science", - said Dmitry Livanov meaning both the government, and the scientific community.
Growth of the number of researchers, including the young ones is uneven and occurs mainly in the higher education sector. In 2015, university were ahead FANO institutes in the number of scientific publications (their scientific and teaching staff prepared 39.8% of the total number of publications, and scientists from institutions of FANO Russia gave 32.8%), while the share of joint publications of academic institutes and universities was 14.4%).
To change the situation, according to the minister,
"a series of policy decisions in academic institutions will be implemented - to substitute cost management, that is, line item budgeting to results management. Significant resources will be transferred to those scientists and research teams who are capable to work at the state-of-art level of science".
In other words, it is supposed to change the state assignment system where each institution is funded proportionally to staffing. "This is an important task which is to be addressed in 2016 together with colleagues from FANO" – Dmitry Livanov summarized.
At the same extended session of the Ministry of Education and Science of the Russian Federation, Sergey Kravtsov, who is the head of the Federal Service for Supervision of Education and Science (told what are the results of the control and supervisory activities of the Federal Service for Supervision of Education and Science (Rosobrnadzor) for 2015 and what are the plans for 2016.
- As part of the inspection and enforcement activities in 2015 66 checks on executive bodies exercising control in the area of education were carried out. 278 violations revealed - most of the because of the violation of education law. Since 2015 according to the results of each inspection we conduct regional meetings, in which all of the identified violations and problematic issues are dealt with in detail. This minimizes the number of violations in the future. In 2016, 50 inspections are planned for regions.
Now as regards supervisory measures with respect to higher education institutions: 505 universities and branches were checked in the past year. Appropriate measures were adopted. These activities were carried out in universities and affiliates that have fulfilled at least four figures, according to the monitoring of the Russian Ministry of the year 2014. During the year, the network of universities and branches decreased by 869 accredited educational organizations. In general the decline is due to closure of private universities and branches that do not meet the requirements of the Russian legislation.
In 2016, 600 checks are planned.

The number of consolidated groups of specialties in economics decreased by 19%, in law by 10%. At the same time, I stress that the decision on the state accreditation is taken by experts, which we engage, as a rule, from the national leading research universities.
