«Everyone Wants That Our Education Be The Best One»

Top universities will not be left without state support, and the salary of high school teachers will be twice higher than the average for the region in 2018. Today, the issues of development of higher education in Russia were discussed by university teachers, representatives of the expert community and the executive authorities at the forum “Development of Higher Education” in the St. Petersburg National Research University of Information Technologies, Mechanics and Optics (ITMO University). Prime Minister Dmitry Medvedev and the new Minister of Education and Science of the Russian Federation Olga Vasilyeva made reports at the forum.

“We are gathered in the Russian scale to discuss the challenges of high school for the first time - Olga Vasilyeva noted. - We have 445 delegates who represent 71 regions of Russia”.


The state will support higher education

The main subject was the funding of higher education and science. Dmitry Medvedev stressed that these areas can’t develop without the state support, although business involvement in the process of support of both science and education is also very important. In addition, the Government has now returned to the project-based approach to support of various areas, including education, the Prime Minister added, as earlier it paid off. “Ten years ago, when it (the project-based approach - Ed.) was tested, it has benefited from the first phase of the national project for the development of education”, - Medvedev said.

The level of salaries of university teachers will increase. The 2016 federal budget provides 676.1 billion rubles for the implementation of these decrees. By 2018 university teachers and scientists will get 200% of the average salary in the region, Medvedev emphasized. In addition, the Russian government is ready to consider the possibility to establish a guaranteed component on salary for university teachers, which would exceed various allowances.

New approaches to teaching

Another set of questions related directly to the development of approaches to teaching in high school. Vice-Rector for Educational Technology and Territorial Environment of the Ural Federal University, Vladimir Tretyakov, stressed that nowadays there is “indeed, a lot of positive things”. In particular, he noted the use of advanced simulators in medical training and team approach in a variety of areas of education, when students work together to create a real product. “Only such projects today are able to form practical, teamwork, and communication skills, which are so necessary for our enterprises”, - he stressed.

Representatives of the universities also considered the issues of online education development. Online courses are becoming increasingly popular due to their availability, and the process of their creation involves not only educational institutions, but leading companies as well.

Over the past year the leading Russian universities came out with their materials on world markets - there are more than 50 Russian courses that are very much in demand. In Russia online training is actively introduced, lectures are complemented by these new formats. In particular, the project “National Platform of Open Education” is dedicated to this. But in order to include online courses in the formal education system, it is necessary to strictly monitor the quality of these materials, Tretyakov noted.

Rectors agreed that in order to solve contemporary problems of education we must not only constantly update the content of the educational programs, but also involve the employers in this process.

“Everyone wants our education to be the best in the world. We want everyone to say proudly “I was educated in Russia”, - Dmitry Medvedev emphasized.

At the same time, it is reported that Russian students are becoming more and more responsible, while choosing the university, and the number of graduates who have not passed the Uniform state exam, reduced. These and other features of the enrollment campaign 2016 were discussed at the press conference by the Deputy Minister of Education and Science of the Russian Federation Alexander Klimov and the head of the Federal Service for Supervision in the Sphere of Education and Science Sergey Kravtsov.


Graduates of Russian schools continue to show growing interest in engineering and science fields of study. “We have noticed this tendency for the last 3 years”, - Alexander Klimov said. Engineering specialties are popular among foreign students, the Deputy Minister added. In addition to the technical colleges, foreign students are seeking to enter Russian higher educational institutions of medical and pedagogical direction, so that they could teach Russian in their native countries. In general, Russian universities allocated about 15 thousand budget places for foreigners.

There is a growing demand for teacher education. This year the students, who got 100 points, chose this direction for the first time. 60 standouts decided to dedicate their lives to teaching.

On the other hand, competition for economic and law specialties have decreased by about 10%. “We can see that in this sphere everything became normal again”, - Sergey Kravtsov noted.

At the same time, more students knew exactly at which university they wanted to study, and counted on their own strength. In 2016, 45% of applicants applied to one university and entered it, and 28% applied two universities, and only 2% of applicants submitted documents to the 5 universities. “This is a very important indicator as well”, - Kravtsov noticed.

On the whole, Russian universities will accept 650-700 thousand new students this year. By the way, this year the number of students from villages has increased by 50 thousand people.

The USE remains a major entry engine. Passing the state exam this year was quiet, without outrageous violations, and the average score has increased from 60 to 63. The percentage of the graduates, who didn’t pass the exam, has reduced significantly - in some “problem” areas twofold, due to the project “I will pass the USE”. In addition, the number of the students, who got high scores, including 220 points on 3 subjects and more, has increased by 5,000 people.

The use of automatic and student enrollment system by a number of Russian universities was an important innovation as well. Universities formed directly the lists according to the applicant data posted on the website of Rosobrnadzor that minimized the possibility of the human factor’s influencing the results.
