Technical Education For One-Third of Students

For the development of innovative industry the country needs highly qualified engineering staff. What should be done to make more young people choose a career in science and high-tech areas, and the quality of their work get better and benefit the economy? These issues have been recently discussed by the members of the Council for Education and Science with the Chairman of the State Duma, the rectors and professors of Russian technical universities in one of the acknowledged engineering centers – Bauman Moscow State Technical University.

Training of engineers is a priority

First Deputy Minister of Education and Science of the Russian Federation Natalya Tretyak noted positive trends in engineering education. Every year, the Ministry increases the number of state-financed openings in technical colleges:

In 2016, 200 thousand students entered “Engineering, technology and technical sciences” departments, which is more than 40% of the total state-financed entry. Overall, about a third of Russian students get technical education.

In addition, the Ministry is implementing a number of technical training projects in the field. For example, the training program for organizations of defense-industrial complex until 2020 was set up, individual target training is actively supported as well. However, Tretyak noted that not all the educational mechanisms have been established yet. According to Deputy Minister, the legislation governing the targeted training needs to be improved: “We should not only expand the list of universities that are entitled to it, but regulate the responsibility of the students as well”, she wrote on her page on the Facebook social network, adding that the necessary amendments have already been introduced to the Government of Russia.

State Duma Speaker Sergei Naryshkin said that right now, when there was a change in the Ministry of Education and science, it’s time to think about the improvement in education management system.

Protection of the results of intellectual work

However, the head of the lower house of parliament focused on the problem of protection of intellectual property rights. He noted that the high-tech development is directly dependent on the quality of education, science and industry, which are closely linked. “One of the serious interdisciplinary problems is in the field of intellectual property protection, - he explained, - and the efficiency of legislation in this area is of key importance”.

In this regard, on the initiative of the State Duma, Part 4 of the Civil Code was amended and the new tools in the fight against Internet piracy were put into practice. The Duma of the new convocation will continue working on the protection of intellectual property rights.

New laboratories and old practice

Another important issue concerned providing young professionals with modern equipment. The university can achieve this by working in close collaboration with industrial enterprises, the rector of Bauman Moscow State Technical University, Anatoly Alexandrov, thinks. He noted that within such “tandems” engineering centers, where research and development for the industry is performed, are created. 600 million rubles from the federal budget were allocated in 2013 for building engineering centers, compared to one billion in 2016. Bauman MSTU is one of the leaders in this field. There are 14 research centers, 35% of employees are young scientists, and for the past six years they have managed to increase the amount of innovation.

“The youth is back to laboratories because are very few centers of this level in the world”, - Anatoly Alexandrov said.

In its turn, the rector of the Saint Petersburg State Polytechnic University Andrei Rudskoy believes that it is necessary to return the distribution system of postgraduate students. Nowadays, many graduates who have studied at the state-financed departments of technical universities, don’t work by occupation. He also suggested legislating the obligation of enterprises to take students to practice.

Deputy Minister of Industry and Trade of the Russian Federation, Gleb Nikitin, reported on the cooperation of universities and industrial enterprises. He noted that the Ministry of Industry, together with the Ministry of Education is implementing a number of projects on training. In particular, about 800 professional standards (300 of them in the industry) were introduced. Besides, Russian standards must be synchronized with the international ones for the development of export.

During his visit to Bauman Moscow State Technical University, the Chairman of the State Duma, Sergei Naryshkin, and members of the Board visited the leading university laboratories – “House of physics, in which up to 16 groups of students can simultaneously conduct research and experimental work, as well as the center “Photonics”, which has five labs studying different aspects of light.

Meanwhile, at the third All-Russian Teacher-Parent Meeting, held prior to the Knowledge Day, the Minister of Education and Science of the Russian Federation, Olga Vasilyeva, said that that year guidelines for lessons on technology, or as they had been called before the lessons of labor, would be prepared, and starting with the following year, these lessons would be gradually introduced at schools throughout the country. At the teacher-parent meeting the Minister answered the most burning questions of the Russian school, including labor education.

“We can’t live without skills of working every hour, every second, getting the first success of our work”, - the Minister said. According to her, starting with the next academic year the mandatory technology standard will be introduced, this will enable students to master the basics of the profession and, perhaps, choose the future career.

At the same time, Olga Vasilyeva stressed that schools can take the initiative in this matter. “Nothing prevents us from starting doing it at a particular school. Because the school can start to do it, and we will help to push the start of the activity”, - she said, adding that the state is ready to support the initiative in the field.

In addition, according to the minister, school initiative for career guidance lessons, for example, school trips to the production, will be supported in every way. Summer vacation, according to her, should also be spent with maximum benefit. “Nowadays, the Ministry of Education and Science deals with solving the children’s leisure problem, and we consider the three-month rest of our children as additional education”, - Vasilyeva said, adding that the priority of authorities is to ensure the safety of children in this period.
