Military Industry to Recieve Human Resources

Questions of staffing the modernization of military-industrial complex were discussed at a meeting with the Prime Minister of Russia, held in Korolev.

"Military-Industrial Complex is not only equipment and armament, it is first and foremost the people themselves, and the development of technologies and ultimately the defense of our country depend on their education, on quality of their work", - Dmitry Medvedev said. He approved training plan for the defense industry in the years 2016-2020 at one of those days.

The program of training of qualified personnel for the defense industry organizations for the period from 2014 to 2020 is based on "the methodology of profound personal training of professionals to meet the requirements of customer organizations", the minister said.

Training under this program must be got by at least 15 thousand university students and up to 6000 - as part of secondary special education.

The most popular areas - engineering, computer science, electronics, aviation, rocket and space technology.

The volume and quality of the system of multi-level education in the defense industry, according to Dennis Manturov, for now has not met the needs of professional development for specialists of different levels, which make up more than 210 thousand people per year.

"Retraining programs are not always aligned with the professional standards under the terms of particular employers. As a result, about 60% of the enterprises prefer to additionally study their employees on the basis of the respective own educational units", - the minister complained.

The training of graduates must be practice-oriented and implemented in close partnership of educational institutions and leading defense enterprises to make them immediately ready to work in "defense", without additional studying and retraining, Dmitry Livanov, the Minister of Education and Science of the Russian Federation, said. The ministry has been implementing such a work since 2012, together with the Military-Industrial Commission. The first results have already been got.

The number of basic departments of Russian universities on defense industries has exceeded 200.

"... We fix a substantial increase in the proportion of those students who come to the engineering areas of training and have high scores on the integrated examination of core subjects", - Dmitry Livanov said.

Number of contracts for targeted training, he said, is growing by 15-20% per year. Graduates of universities, according to the rules, are hired by organizations of the defense industry then, where they must have worked for at least three years.

The departmental program "New footage DIC" is launched in 2014. It is based on idea of ??"full participation of employers in the development and implementation of specific educational programs for the development of mechanisms of targeted training and retention of graduates of universities and colleges in enterprise, the advanced development of the infrastructure of the targeted training in DIC organizations", the minister said.

The first admittance under this program have been about 3 thousand target students, entered nearly 70 universities.

Along with this, the creation of the basic chairs on defense industry were financed at 12 high schools at the expense of the state program "Development of education". Dmitry Livanov cited two examples. In Severodvinsk, where there is a branch of the Federal North University and modern laboratory facilities are formed, we are preparing not individual professionals, but entire teams that can accompany the entire product lifecycle - from design to operating and even recycling. Students participate in the design, development of design documentation; they form and develop applied professional competences. Individual preparation of design engineers to design a new generation of missiles - "Yars", "Iskander", "Topol-M" – is organized in the Volgograd State Technical University with CDB "Titan".

The Minister recalled the presidential program on training of the engineering staff, which was implemented in 2012-2014, adding that it will be continued.

The quality and content of training are no less important. "A coordination council of Engineering Education is founded, headed by rectors of the largest technical universities - Bauman University, St. Petersburg and Tomsk Polytechnic Universities. The council consists of representatives of the largest employers - corporations, holdings, unions, public associations. This is a direct mechanism of the influence of the largest companies on the content and purpose of education", - Dmitry Livanov said. The council has been developing educational policy in the field of engineering, determines the volume and structure of scheduled figures of admittance, training priorities in the field of engineering. And also "creates a new generation of educational standards to meet the requirements of professional standards, which are being gradually developed and put into action". Another task of the coordinating council is "modernization of educational programs aimed at training of engineers, necessary for modern production today and in the future".
