Patents As a Measure to Access New Markets Abroad

Export of Russian high-tech products exceeded $ 46 billion in 2014 and grew by 7.8% in January-July 2015. Over 30% of the exports go to the CIS countries. What legal, organizational and financial measures are needed to support the development of high-tech production and increase high-tech exports? MPs, representatives of the scientific and banking communities, public organizations discussed these questions at the meeting of the State Duma, organized by the Committee on Science and High Technologies together with JSC "Russian export center "(REC).


High-tech products of Russian companies are widely exported to several countries, including Vietnam and Cuba, said deputy chairman of the Science and High Technology of the State Duma Committee Alexei Chepa opening the meeting.

At one of the enterprises of Chuvashia, according to the chairman of the State Duma Committee on Economic Policy, Innovative Development and Entrepreneurship, Anatoly Aksakov composite materials are fabricated of which the strength is 4 times higher than the metal materials used in the manufacture of valves, and 20% of the products are exported to the UK and other countries.

"The expansion of exports will have a multiplicative effect for the internal development and diversification of economic policy both on federal and regional level. This creates jobs, and new technologically savvy staff, and the so-called spin-offs in the form of small innovative enterprises operating together with the industrial giants ", - said Anatoly Aksakov.

Support and protection of intellectual property with the promotion of products abroad  is the most important task in the present circumstances, the chairman of the committee says, because this huge reservoir of non-financial assets is almost never used in the Russian financial transactions as opposed to the whole world.

On the export of high-tech instruments of state  the chairman o Roseximbank Dmitry Golovanov spoke. This provides governmental guarantees and interest rate subsidies on loans to finance the major Russian energy projects abroad. With the creation in 2015 of the Russian export center that became a mechanism of "one window" (Roseximbank became the part of this structure). It has become possible to credit foreign buyers of products of domestic medium and large businesses, issuing pre-export credits, allowing to produce exported products, as well as post-export credits, through which you can finance receivables transactions. For this purpose, according to Dmitry Golovanov,

in 2015 about 3 billion rubles were allocated as Industry and Trade grants, which made it possible to realize the export deals worth about 100 billion rubles and the budget got 4.7 billion in tax revenues.

Chairman of the Board of Directors of "Farmeko" group of companies Vladimir Babi informed the meeting about the development of several types of new drugs called aptamers that are in demand not only in Russia but also abroad. One of them is for treatment of autoimmune diseases and the other  is supposed to cure oncology and the third affect blood clotting process. At the same time Vladimir Babi drew attention to the problems of funding of young companies and clinical trials, complicated procedure of registration of drugs, the lack of domestic production of equipment for the pharmaceutical industry, the lack of specialists in the field of biotechnology.

Export of nanotechnology industry is about 20% of its total output (trillion rubles). Deputy Director General of the Fund for Infrastructure and Educational Programs RUSNANO Alex Kachai believes that it can be increased if one facilitates customs procedures, currency and export control, implement foreign patenting and build a support system of intellectual property protection in foreign markets.

Comment of the Deputy Director of the Department of Science and Technology of Ministry of Education of Russia Sergey Matveyev:

- Traditional error is an attempt to develop our own "internal" criteria of innovativeness. Only the market really determines how our products are innovative and whether they belong to high technology products. If there is a foreign buyer of products, and it is based on scientific results, which has legal protection, then we really have created a product that exceeds the world level. No wonder the participants of the today’s event associated with the export of high-tech products talk about legal protection of the results in foreign markets.

Realizing this, the Ministry of Education and Science is solving two problems. The first is the creation of comfortable at the same time rival medium for generating new results in universities, academic and branch institutes. The second is generation of communication systems between researchers, developers, engineers, entrepreneurs. Only their joint work allows to produce high-tech, demanded products in the world.

As part of the development of communication system between science and business one can mention more than 200 complex projects on creation of high-tech production. The projects are implemented in the framework of the Resolution of the Russian Government number 218. Joint investments in such projects on the part of the state and business in 2010-2014 amounted to about 58 billion rubles. The projected revenue in the form of tax deductions will amount to 120 billion, while the value of output will exceed 740 billion rubles by the end of the year.

Another example is a joint project with the Ministry of Industry and Trade of RF. It is focused on creation and development of engineering centers on the basis of universities.

Funding for the creation of 30 such centers in 2013-2015 was of the order of 2 billion rubles, and the centers earned about 2,3 billion rubles when executing orders received.

In order that engineering centers could advance to foreign markets of services in the field of industrial design, the Ministry of Education and Science prepared a draft law on the ratification of the Hague Agreement Concerning the International Registration of Industrial Designs and submitted it to the Russian Government.

A tool to establish network communication between developers and business and is State information system taking into account the results of research, development and technological works of civil purposes. All data from the system are open for business; monthly system receives more than 100 thousand requests. At the same time in 2015 a direct interaction with the developers of more than 3,000 companies was initiated through the electronic system – potentially it could result in license agreements in commercialization of the results.

Systematic legal regulation of the development of science, technology and innovation, that is the creation of conditions for the development of high-tech industry, high-tech products export, is formed within in the new law concept which is under discussion now. An this law not by chance is called "On the scientific, scientific-technical and innovative activity in Russian Federation".
